President Vladimir Putin has signed a new law aimed at fostering the growth of artificial intelligence technologies within Russia. The legislation, known as "On Supporting the Development of Artificial Intelligence Technologies," specifically targets AI models that have a minimum of 1 billion parameters and can engage up to 500,000 users daily.
This law introduces classifications for both sovereign and national AI models, enabling developers to receive government backing and gain access to data from state information systems, contingent upon adherence to Russian legal frameworks. Most provisions outlined in the law are set to take effect on September 1, 2026.
