Vladimir Putin has enacted a law titled "On Supporting the Development of Artificial Intelligence Technologies." This legislation applies to models with at least 1 billion parameters and a daily reach of up to 500,000 users.
The law establishes categories for sovereign and national AI models, allowing their developers to qualify for government support and access to data from state information systems, provided they comply with Russian laws. Most of the provisions of this law will come into effect on September 1, 2026.
