South Korea is launching "AI for All," providing free generative AI access to all citizens, aiming to bolster local technology and reduce foreign dependence.

South Korea is initiating a significant program titled "AI for All," which aims to provide free access to premium generative AI services for its entire population. This unprecedented move is a first for any government, treating access to AI as an essential public utility.
The initiative will see collaboration between three major technology groups, including two of the country's largest telecom providers and Kakao, the operator of a popular messaging platform. To facilitate this, the South Korean government will supply up to 512 Nvidia B200 chips to support the services.
Currently, around 23 million South Koreans regularly utilize generative AI tools, indicating a growing engagement with such technologies. The government plans to harness this initiative to integrate AI into practical applications like scheduling medical appointments, assisting small businesses with tax management, and providing educational recommendations for children.
Reducing Foreign Dependence
This program also aims to decrease South Korea's reliance on foreign AI technologies, particularly those from the United States and China. Similar initiatives are being pursued globally, with the European Commission and India launching their own AI strategies to promote domestic development.
In a bid to further support local AI development, new regulations will require that at least 80% of all AI queries be processed through domestic models, ensuring that foreign technologies are used only when absolutely necessary. The South Korean government has set aside approximately $7.2 billion for AI investments, demonstrating a strong commitment to elevating local capabilities and reducing dependency on external services.
The beta phase of this ambitious project is expected to begin in September, with a full rollout planned later this year.
