OpenAI Enhances Ukraine's Cybersecurity Capabilities

OpenAI is providing Ukraine's Ministry of Digital Transformation with access to Daybreak, an advanced AI tool designed to identify and fix software vulnerabilities. This initiative is crucial as Ukraine faces an increasing number of cyberattacks, with the country's CERT-UA reporting nearly 6,000 incidents in 2025, a 37% increase from the previous year.

The announcement was made during the UN General Assembly, with Dmytro Kushneruk, Ukraine's Consul General in San Francisco, and Sasha Baker, OpenAI's Head of National Security Policy, present to share the news. Daybreak utilizes OpenAI's GPT-5.6 Sol model, similar to the technology behind ChatGPT, enabling comprehensive software analysis to detect vulnerabilities and ensure effective patching.

Sasha Baker expressed pride in supporting Ukraine's cyber defenders, emphasizing the critical need for assistance as they protect essential services from daily attacks. This move follows OpenAI's earlier commitment on September 3 to offer $1 billion in subsidized access to Daybreak globally, with plans to extend this support to partner countries.

OpenAI's cybersecurity tools have previously been shared with agencies in France, Germany, and Poland, demonstrating a broader commitment to enhancing cybersecurity in conflict zones. Interestingly, the company's policy on military applications was modified in January 2024, allowing for collaboration with military entities, including the Pentagon.

While some analysts view OpenAI's support as a strategic move, Ukraine prioritizes the tangible benefits of the assistance. By identifying vulnerabilities before they can be exploited, Daybreak provides critical time and support to Ukraine's cybersecurity efforts, fulfilling OpenAI's promise to aid partner nations swiftly.
