White House Accuses Moonshot AI of Distilling Fable

The White House has raised alarms over Chinese startup Moonshot AI, claiming it illicitly used Anthropic's Fable model in creating its Kimi K3 AI. Michael Kratsios, director of the Office of Science and Technology Policy, stated that the company implemented a complex internal system to conduct what he described as industrial-scale distillation of U.S. AI models.

"This allowed them to shift between various methods to evade detection, demonstrating a clear intent to extract American intellectual property," Kratsios asserted.

He did not specify the sources of his information or provide technical evidence for these claims. However, he distinguished between legitimate technology distillation and unauthorized methods aimed at seizing proprietary capabilities. His comments come amid growing tensions regarding intellectual property rights in the tech industry.

In a related announcement, U.S. Treasury Secretary Scott Bessent indicated potential sanctions against foreign entities involved in such IP theft, underscoring the administration's commitment to protect American innovations. He stated, "Open source should not equate to open season on U.S. intellectual property." According to Bessent, measures could include sanctions and adding offenders to export restriction lists.

"If Chinese firms engage in covert industrial-scale distillation, we will consider sanctions and Entity List designations," he noted.

Responding to the allegations, Liu Chang, a representative from the Chinese embassy in Washington, dismissed the accusations as baseless and emphasized China's dedication to protecting intellectual property rights.

Moonshot AI introduced Kimi K3 shortly after the U.S. lifted restrictions on Fable 5, raising questions about the timing and the authenticity of its technology. Eli Bakouch, a researcher at Prime Intellect, expressed skepticism regarding the ability of Moonshot AI to develop K3 effectively within such a short window.
