The Ethereum Foundation has released a document outlining its new operational mandate, emphasizing minimal intervention in network development to preserve decentralization.
The Ethereum Foundation (EF) has unveiled a new document detailing its foundational goals and operational principles within the blockchain landscape.
According to the mandate, EF will prioritize the protection of an Ethereum that is censorship-resistant, open source, private, and secure, ultimately serving user self-sovereignty with a focus on seamless user experience.

The foundation's mission is centered around two primary objectives: ensuring Ethereum remains a decentralized, robust infrastructure for various applications and minimizing its direct influence on the ecosystem by empowering developers and projects without controlling network development.
EF positions itself not as a governing entity but as an active community participant, dedicated to enhancing infrastructure and public goods within the Ethereum network.
The document introduces the concept of "minimal sufficient intervention," stating that while EF will support early-stage projects through grants and research, these initiatives should eventually gain independence from the foundation.
Additionally, the mandate emphasizes commitment to openness and neutrality, with EF aiming to prevent scenarios where it could become a central decision-maker within the network.
"Our ultimate goal is for Ethereum to pass the project exit test, ensuring that its protocol and core applications are robust enough to function independently of the foundation and its current developers," the mandate outlines.
Co-founder Vitalik Buterin highlighted that this new mandate formalizes the foundation's recent operational philosophy. He stressed that many in the community would find the contents familiar, but articulating these principles is crucial for clarity on EF’s role.
"Ethereum serves as a technological refuge, preserving sovereignty and enabling cooperation without coercion or manipulation," Buterin stated.
Earlier this month, Buterin also advocated for a reassessment of application development approaches, suggesting explorations into new DeFi models and AI integration, while maintaining core principles intact.
