Congressmen Mike Lawler and Pat Ryan have introduced the National Security Commission Quantum Computing Act of 2026. This legislation aims to establish an independent commission to assess the development of quantum computing and its implications for U.S. national security.

The commission will consist of 11 members. It is expected to evaluate U.S. competitiveness, foreign investments, workforce needs, military applications of quantum technologies, and risks to economic security. The bill allocates up to $10 million from the Department of Defense budget for the 2027 fiscal year, mandates the first report to the President and Congress within 180 days, and sets the commission's operational period until October 1, 2030.
