The Ukrainian Parliament's Committee on Financial, Tax, and Customs Policy has approved the cryptocurrency regulation bill No. 10225-d for its second reading, recommending its overall adoption.

This bill mandates the compulsory authorization of relevant services and imposes a tax on annual profits from cryptocurrency transactions, set at 18% personal income tax and a 5% military tax. However, exchanges between different digital assets will be exempt from taxation.

For cryptocurrencies purchased before the enactment of the new law, a transitional preferential regime will apply, with a reduced personal income tax rate of 5% until the end of 2028. The Parliament aims to finalize the legislation in November, with an expected implementation date of July 1, 2027.
