The Solana network has launched three voting initiatives focused on governance, the disinflation of SOL, and the restructuring of base fees.

SGP-0001 (The Solana Constitution) aims to ratify a "constitution" to serve as the foundational governance document for the blockchain. If approved, it will activate the already deployed on-chain system svmgov.

This initiative will also establish two types of proposals: SIMD for technical changes and SGP for economic and architectural decisions.

To support a proposal, at least 15% of staked coins must be locked. The minimum stake for the initiating validator is 100,000 SOL, with a quorum of one-third of the total stake. Voting will occur over three epochs, allowing delegators to override the validator's vote.

SGP-0002 (Double Disinflation) seeks to accelerate the disinflation of SOL by raising the annual disinflation rate from 15% to 30%. This change aims to halve the time to reach a terminal inflation rate of 1.5%.

According to the authors, if this proposal passes, the emission will decrease by approximately 18.9 million SOL over six years.

SGP-0003 (Resource and Inclusion Fee) proposes to restructure the base fee. Instead of a flat fee of 5,000 lamports, it suggests splitting this into a fixed inclusion fee of 2,500 lamports (fully received by the block leader) and a separate resource fee based on transaction load.

Under this plan, "light" transactions would incur lower costs compared to the current fixed rate, while resource-intensive operations would cost more. The authors estimate that the amount of burned coins could increase from about 650 SOL to between 1,500 and 9,000 SOL daily.

One of the leading validators in the network, DFDV, has already endorsed all three proposals.

Additionally, it is noteworthy that on August 21, Solana developers activated the first phase of reducing the average slot time from 400 to 350 milliseconds as part of the SIMD-0525 improvement proposal.
