On August 19, the Optimism community approved the reallocation of 546.9 million OP tokens, valued at approximately $49.7 million, from a reserve intended for future airdrops to a new ecosystem development fund.

The proposal received 17.97 million OP in favor and 10.93 million against. Initially, the initiative garnered 45.77% support, but after the Test in Prod team cast 8.486 million OP just 17 minutes before the voting closed, approval surged to 61.84%.

Funds to Support Optimism's Growth

As per the Optimism Foundation's proposal, unallocated tokens will be transferred to the Strategic Ecosystem Fund. These assets are aimed at advancing the OP Mainnet and the OP Enterprise initiative.

The fund will utilize the tokens for collaborations with blockchains, protocols, and financial institutions, enhancing liquidity and attracting major brands. Control over the funds will remain with the Optimism Foundation.

This decision will not affect previous distributions. Over five rounds, the Optimism team has already allocated 269.1 million OP to users, while the remaining 546.9 million had been held in reserve for future distributions. Currently, no new airdrops are planned.

The foundation explained that the strategy has shifted; earlier distributions aimed at attracting a broad audience, while now Optimism is focusing more on partnerships with fintech companies, exchanges, payment services, and other organizations.

Developers' Vote Proves Critical

The crucial vote came from the developers of Test in Prod, who have been involved in building various components of the OP Stack since 2022. This group controls 8.486 million votes, delegated by 798 addresses. They were re-elected to the project's security council in June.

Test in Prod justified their support for the initiative by emphasizing the need to secure corporate clients. According to the developers, tokens often play a role in such deals, and disclosing amounts before agreements are finalized could benefit competitors.

“We believe that this reserve is necessary now, and we should be cautious about sharing information with competitors,” they stated.

Furthermore, they urged the Optimism Foundation to disclose the total amounts spent and results achieved after such agreements are made.

L2BEAT Voices Opposition

The proposal sparked debate even before the voting commenced. Research platform L2BEAT supported the idea of reallocating the remaining tokens but opposed the final version of the proposal.

Analysts at L2BEAT argued that the fund is granted excessively broad powers to distribute the 546.9 million OP. The document lacks sufficient detail on the specific purposes for which the funds will be used, how results will be evaluated, and what benefits this will bring to OP holders.

L2BEAT also suggested conducting an analysis of the outcomes from previous major partnership programs by Optimism before proceeding.

Criticism also came from an Optimism delegate known as cp0x, who pointed out that the 546.9 million OP was originally reserved specifically for future user airdrops. Following the proposal's approval, these tokens will be managed by the Optimism Foundation, and separate voting for each fund deal will not be required.

Optimism wants the unspent airdrop allocation for something else.

A similar stance was expressed by a user under the pseudonym The Gentleman, who criticized the decision to change the designation of coins that were previously publicly presented as a reserve for future user distributions.

It is worth noting that in March, the developer of Optimism, OP Labs, laid off 20 employees to expedite internal processes and reduce costs.
