The Ministry of Digital Development, Communications and Mass Media of the Russian Federation will gain authority as the sole regulator for artificial intelligence. The corresponding proposal from the government has been published on the regulatory acts project portal.

This document amends the ministry's provisions established in 2008.

Currently, there is no single body in Russia responsible for AI regulation. The bill assigns the Ministry of Digital Development the roles of shaping state policy, coordinating the implementation of technologies, and developing mandatory requirements for AI systems. The ministry will also be able to approve relevant regulatory documents from other agencies.

In total, the new provisions add 20 functions to the government agency. These include defining support measures for developers, developing data centers, implementing AI technologies on the "GosTech" platform, as well as participating in workforce training and establishing educational standards.

The document also introduces a classification of AI systems based on risk levels. For high-risk solutions, it is proposed to establish mandatory state registration, compliance assessments, data quality requirements, algorithm transparency, and human oversight. Additionally, developers may be required to label content created by artificial intelligence.

The resolution is currently undergoing inter-agency discussions and is expected to come into effect on September 1.
